When the .NET generic domain was first set up in 1985, together with the first domains on the World Wide Web, it was meant to be used by Internet Service Providers or infrastructure entities. Since there were no special stipulations about the usage of the top-level domain, though, .NET domains were bought and used for various purposes and by loads of people.
